sexism and/or racism = prejudice + power

in society the white cis man is the most powerful

so although a person of colour, or a woman, may be prejudiced against white cis guys they truly cannot be sexist or racist towards the men because they do not have the power part — these different groups occupy different social positions, and unlike the others, the white cis men are not systematically oppressed

You could make a very good point for power being a prerequisite of discrimination. But then you must also realise that power does not only exist at the highest levels, even in countries with relatively small-sized states such as the U.S. or the U.K. So yes, it is indeed possible to be sexist against men, and I see no reason to believe this is something that only happens in Scandinavia.
